WASHINGTON - During a keynote address to The Atlantic's inaugural Future of the City Forum in Washington, D.C., U.S. Housing and Urban Development (HUD) Secretary Shaun Donovan today announced that HUD is launching a $100 million Sustainable Communities Regional Planning Grant program, the first of its kind designed to create stronger, more sustainable communities by connecting housing to jobs, fostering local innovation and building a clean energy economy.

The U.S. EPA has issued a memorandum which delays enforcement action in regard to the Renovation, Repair and Painting Rule (RRP Rule) which is the federal rule regarding the containment of lead based paint dust in renovation and repair activities in residential housing. The EPA acknowledges the difficulties that renovators have in getting the necessary training in lead-safe work practices since the Rule went into effect in April, 2010.

Unfortunately these concerns fell on deaf ears. REALTORS & Owners listing a property that is or becomes vacant for 90 days or more should be inform of the registration ordinance and to comply. Agents listing vacant properties must decide if they want to continue representing owner's of vacant properties (as defined the by the ordinance) as failure by the owner to comply with all or part of the ordinance exposes the agent to liability.

During the Memorial Day congressional recess, NAR will launch an all-member Call for Action to urge immediate action on a lasting NFIP extension. Additional, information regarding NAR's policy position are available at www.realtor.org.
After May 31, the NFIP will not have the statutory authority to issue new or renewal policies until Congress reauthorizes the program. This will not affect existing policies, renewal policies within a 30-day grace period, or policies purchased prior to the program's lapse. Also, FEMA allows buyers to "assume" the seller's existing policy without having to re-issue it (http://ping.fm/6ZhdF). The purchase requirement for flood insurance may be met with non-NFIP policies; for instance, Lloyd's of London, Chubb and AIG have offered such insurance, but it can be very expensive and is limited to a certain number of states, with other conditions.
